If you have received a parking ticket on your vehicle or an invoice by mail, you may be wondering who issued it and for what reason.
This article explains to you who carries out the controls, who issues the parking ticket, and what role Beppo plays.
🚗 1. Parking ticket on site (attached to the vehicle)
If you find a parking ticket or payment request on your vehicle, it does not come from the police, but from our customers – the owners, tenants, or authorized users of the parking lot.
These individuals or companies take responsibility for controlling their private parking spaces themselves or hire third parties to do so.
We call them beppolice 👮♂️.
📋 This means specifically:
The beppolizisten are not employees of Beppo but act on behalf of the parking lot owner or tenant.
They independently decide if and when a parking violator is warned.
The control can be carried out by various persons, for example:
Owners or tenants themselves
Caretakers or facility managers
External security personnel
💡 Beppo has no influence on when or if a parking ticket is issued.
Our activity begins only after issuance, when it comes to administration, payment processing, or legal handling.
🎥 2. Invoices due to video surveillance
Some parking lots are monitored by video surveillance systems.
In these cases, Beppo is directly commissioned by the parking lot operator to evaluate the video recordings and – based on the clearly defined rules of the customer – decide whether a parking ticket is issued or not.
📋 This means:
Beppo reviews the video data and parking events according to the contractually agreed criteria (e.g., maximum parking duration, parking authorization, license plate recognition).
If a violation is detected, Beppo issues the corresponding parking ticket or invoice on behalf of the owner or tenant.
The rules and conditions are always clearly posted on site – so it is visible to everyone which parking regulations apply.
The decision about the rules themselves (e.g., tolerance times, fees, warning practice) remains with the customer, not Beppo.
💡 Note:
The video surveillance serves exclusively to enforce parking rules on the premises – not for general personal surveillance.
Beppo always acts on behalf and in the name of the parking lot operator.
🧩 3. The role of Beppo
Depending on the type of control, Beppo takes on different areas of responsibility:
📋 Our tasks at a glance:
🎥 Evaluation of video recordings and issuance of parking tickets according to customer specifications
💼 Administrative processing after issuance (invoices, reminders, payments)
⚖️ Legal procedures (e.g., criminal complaints, objections, reports)
📞 Communication and support for affected vehicle owners
💡 In summary:
Beppo acts both as a technical service provider (in video surveillance) and as an administration and collection agency on behalf of parking lot operators.
🧭 Overview: Responsibilities
| Area | Responsible | Task |
|---|---|---|
| 👮♂️ beppolice / parking lot operators | Owners, tenants, businesses or authorized persons | Control of parking spaces, decision on warnings or parking tickets on site |
| 🎥 Video surveillance (Beppo) | Beppo on behalf of the customer | Evaluation of video data, issuance of parking tickets according to customer specifications |
| 💼 Beppo – administration & collection | Beppo on behalf of the customer | Invoices, reminders, criminal complaints, objections and customer communication |
💡 Common misunderstandings
❌ “Beppo just gave me the parking ticket.”
➡️ No. In on-site controls, the beppolice (e.g., owners, tenants, caretakers) make the decision.
Only in video surveillance does Beppo evaluate the recordings on behalf of the customer.
❌ “Beppo decides when to issue warnings.”
➡️ No. The rules and criteria are always determined by the parking lot operator – Beppo only implements them technically and administratively.
❌ “The parking ticket comes from the police.”
➡️ No. It is a private parking regulation on private property, not a state administrative offence.
📝 Summary:
A parking ticket or invoice is not issued by Beppo itself, but by the owners, tenants or authorized users of the parking lot.
In the case of video surveillance, Beppo takes over the evaluation of the recordings and issues the parking ticket based on customer specifications.
Afterwards, Beppo takes care of all administrative and legal steps – always on behalf of the customer.
